Interesting isn't it how the Press is so cautious about publising the Bill numbers when it speaks of thsi stuff... its obsfucation at its best.
But you are correct the Link provided is on the Reconciliation Bill sent to the Senate for further debate and vote. 111-hr4872 aka HR 4872. The Term "Class II" occurs also on page 1014 of that Bill (page 1014 of that PDF).
Sitll looking for the bill number that was just signed inot law. I think it was H.R. 3590.
